According to bystanders, the animal, described as a German Shepherd mix, emerged moments later dragging a young boy by the sleeve of his pajamas. “We saw him butt the child’s side, bark, and tug again and again,” said Emily Carter, a visitor from Phoenix who watched the drama unfold from a nearby walkway. “At first we thought he was attacking.
